New requirements for shipping goods to the EU
The European Union is introducing a new pre-arrival security and safety program that will affect how goods are declared to customs. This program aims to protect the EU internal market and its consumers from security and safety threats by collecting and analyzing data about all goods entering the EU before they arrive.
The new program will be implemented through the EU's new advance cargo Import Control System (ICS2), that will require shippers to submit an Entry Summary Declaration (ENS) with additional safety and security data.
The third release of ICS2 goes live on 3 June for all maritime, road, and rail movements, and will impact all goods arriving by sea into the EU.
As part of our customs reporting, we will file the necessary Entry Summary Declarations (ENS), but shippers will need to provide additional information prior to booking to be compliant.
The following new mandatory elements include:
- A 6-digit Harmonized System Code (HS Code)
- A complete and accurate commercial description of the goods
- The EORI number of all parties involved registered in the EU
- Additional details of parties involved (for instance, seller, buyer, the lowest bill of lading level consignee, consignor)

Wallenius Wilhelmsen has been given a deployment window of October 1, which means for some trades, we will need to start collecting additional data from mid-July in preparation to complete Bills of Lading to comply with the new requirements.
